Open source is a starting point, but true digital sovereignty requires more than open code. Organizations must retain control over where their data is stored, who can access it, and how their systems meet compliance requirements.
This session explores the key elements of digital sovereignty, including full data ownership, flexible hosting options, and regulatory compliance. Using ONLYOFFICE as a practical example, it demonstrates how a collaborative office suite can deliver an intuitive user experience while maintaining control over organizational data.

In recent years, the European Union has significantly strengthened its regulatory framework for information security and cybersecurity. While the implementation of the NIS2 Directive is already underway, the Cyber Resilience Act (CRA) introduces a new set of requirements for products with digital elements. These requirements pose particular challenges for small and medium-sized enterprises (SMEs), both because of the scope and diversity of the new obligations and their limited technical expertise and organizational resources.
The European Commission and ENISA are therefore placing particular emphasis on helping SMEs prepare in a timely manner, through direct support measures and initiatives that encourage cooperation and self-organization. The experience of organizations such as the European DIGITAL SME Alliance highlights the importance of developing sustainable models of collective support, enabling SMEs to gradually build their own capacities to address emerging regulatory and cybersecurity requirements.
Drawing on practical experience and insights into ongoing European initiatives, this presentation will explore how Serbia can benefit from these models. Particular attention will be given to the role of government in supporting domestic SMEs and creating conditions for greater cooperation and self-organization, alongside the implementation of Serbia’s new Law on Information Security and timely preparations for future compliance with CRA requirements.
